Overview

The platform covers a wider range of council content than standard pages and news: service information, directories, guides, step-by-step pages, events, alerts, elections and HTML publications. Multilingual publishing and document management add useful breadth for councils managing varied resident information. This is a Drupal distribution, however, not a hosted service; councils must arrange development resources, hosting and security updates.

Key features

Publishing and governance

Flexible components, patterns, styles and callouts help publishing teams create structured pages. Revisions, service contacts and preview links support coordination before publication. Optional workflow tools add roles, permissions, moderation, approval dashboards, scheduled publishing and review dates. These controls can help councils manage content across departments, but they require a team able to configure and maintain its publishing process.

Microsites and integrations

Microsites lets councils run distinct websites from one platform, with more than 50 live. That can suit councils consolidating a varied web estate, while the scalable base theme and sample Scarfolk subtheme provide starting points for customization. Drupal’s REST and JSON:API tools and module ecosystem can connect to forms, payments, CRM, case management, identity providers, mapping and directories; councils should expect integration work rather than a finished set of connections.

Accessibility and development

Content and functionality are designed to meet or exceed WCAG 2.1 AA, an important fit for public-sector publishing. A quick-start install, modular architecture, automated tests and coding-standard checks support development, but do not remove the need for technical resources. Local installation uses Composer; DDEV or Lando are recommended, and Drupal 11 is supported on the 4.x branch. The project documents recommendations from an Invuse penetration test commissioned in early 2023. Technical Slack channels, a weekly Thursday drop-in and weekly Merge Tuesdays provide community support, not a substitute for a council’s own operational capacity.

Pricing

LocalGov Drupal CMS: 0.00 USD per free. The open-source GPL2 software is freely available to all UK and Irish councils. There is no paid tier described, but free software does not make implementation, hosting or maintenance free; councils need to budget for those responsibilities.

Platforms

LocalGov Drupal supports API, self-hosted and web use. Its self-hosted model offers councils control over deployment, while also making hosting and security upkeep their responsibility.

Who it's for

This is best for UK and Irish councils with development capacity that need structured service publishing, governance options or multiple sites. Councils seeking a turnkey hosted website or lacking resources for implementation and ongoing updates should look elsewhere.

Pros and cons

Pros: Council-oriented content types cover service information, alerts, guides and elections, not just general pages.
Pros: Microsites can consolidate distinct council websites on one platform.
Pros: Accessibility, multilingual publishing and document management support public-service needs.
Cons: Councils must provide development resources, hosting and security updates.
Cons: Integrations and optional workflow capabilities require configuration, so the platform is not a plug-and-play site.

Alternatives

For a broader set of Government Website Builders, compare products by deployment model and council requirements. Town Web is a paid Android, iOS and web option with a stated starting price of 99.00 USD per month; its contract pricing and nominal one-time build fee, which may be spread across the contract, make it worth considering for councils preferring a commercial service. Digital Place is a paid API and web alternative with feature-pack subscriptions and all-inclusive SaaS pricing. Loop Municipal Websites is another paid web, iOS and Android option. Jadu Central is paid, supports self-hosted and web use among other platforms, and offers pricing by request and demos. WPPersona Government Website CMS is a paid web alternative with plans at 83.00 USD, 208.00 USD and 499.00 USD per month, with stated caps of 5,000, 25,000 and 100,000 respectively. CivicPlus Municipal Websites Central is a paid web option. OpenCities is a paid web alternative with population-based subscription pricing. Council Platform is a paid web service with a 200.00 GBP per month licence for up to 5,000 monthly page views.

Verdict

Choose LocalGov Drupal if your UK or Irish council needs a purpose-built publishing framework, governance options and room to run microsites, and can support a self-hosted Drupal platform. Its strongest case is the combination of council-specific content and multi-site flexibility; its clearest drawback is the development and maintenance commitment. For councils wanting a ready-hosted website, a paid alternative is the more practical direction.
