Overview

Terraform is infrastructure-as-code software for defining, provisioning, and managing cloud and on-premises resources with HCL configuration. It suits practitioners who want a reviewable change workflow and teams that need shared execution and governance. Its strongest case is a broad provider and module ecosystem; the trade-off is that hosted capacity is metered per managed resource and trusted integrations demand care.

The workflow moves from configuration to an execution plan, then to applying approved changes. That separation gives operators a chance to inspect proposed infrastructure changes before execution. Providers connect Terraform to services through APIs, while modules package reusable configurations; both public discovery and publishing are supported through the Terraform Registry.

Terraform Community Edition is a downloadable command-line tool. HCP Terraform adds remote runs and collaboration, and Terraform Enterprise is a self-managed HCP Terraform distribution. The product uses HCL and supports AWS, Azure, Google Cloud Platform, and Oracle Cloud Infrastructure. Drift detection, importing existing resources, policy as code, both local and remote state management, and self-hosted execution are supported.

HCP Terraform can connect to GitHub, GitLab, and Bitbucket, trigger plans when repositories change, and integrate through an API. It stores state remotely with encryption at rest and provides workspaces, single sign-on, and role-based access controls. Sentinel policies in HCP Terraform and Terraform Enterprise can enforce infrastructure standards and security rules. Those policies are guardrails, not a security boundary: providers and modules may access workspace variables and state, so trusting what teams install is essential.

Key features

Planning and reusable infrastructure

Reviewing a plan before applying changes is a useful control for teams that need an explicit approval point in infrastructure work. Providers cover services including AWS, Azure, Google Cloud, Kubernetes, GitHub, and Splunk; modules let teams reuse configurations rather than rebuild common patterns. The breadth is valuable across mixed environments, but puts responsibility on teams to evaluate third-party providers and modules.

Remote collaboration and governance

HCP Terraform moves runs off local machines and connects execution to repository changes. Remote state encryption, workspaces, SSO, and role-based access controls give teams a more centralized operating model. Sentinel adds enforceable standards for organizations on HCP Terraform or Enterprise. However, policy should not be treated as a security perimeter, and the per-resource billing model means scale affects cost directly.

Editor and deployment options

HashiCorp provides a Visual Studio Code extension and a language server for editors supporting the Language Server Protocol. The official installation path covers Windows, macOS, and Linux. Enterprise can be self-managed with customizable resource limits and installation options that include air-gapped and active-active architectures, making it the fit for organizations with deployment constraints that hosted service does not address.

Pricing

Terraform is freemium. The free choices are useful for individuals and small teams, but remote execution concurrency and resource caps matter once infrastructure or collaboration grows.

Plan	Price and terms	What it includes
Terraform Community Edition	0.00 USD per free	Free downloadable command-line tool; provision infrastructure on any cloud provider.
HCP Terraform Free	0.00 USD per free	Up to 500 managed resources, with 1 remote run and 1 agent run concurrently.
HCP Terraform Essentials	0.10 USD per month per resource starting; hourly rate $0.00013 per hour	Pay-as-you-go, unlimited managed resources, 3 concurrent remote runs, and 1 concurrent agent run.
HCP Terraform Standard	0.47 USD per month per resource starting; hourly rate $0.00064 per hour; contact sales for pricing details	Unlimited managed resources, 10 concurrent remote runs, 10 concurrent agent runs, and HCP Waypoint.
HCP Terraform Premium	0.99 USD per month per resource starting; hourly rate $0.00135 per hour; contact sales for pricing details	Unlimited managed resources, 200 concurrent remote runs, 300 concurrent agent runs, and HCP Waypoint.
Terraform Enterprise	Custom pricing; contact sales	Self-managed, customizable resource limits, and premium support included.

Community Edition avoids a hosted-service resource bill but does not supply HCP Terraform collaboration. HCP Free is the no-charge hosted option for small teams, capped at 500 managed resources and one concurrent run of each type. Essentials raises the resource limit to unlimited and adds remote-run headroom, but its per-resource hourly and monthly rates make usage volume central to budgeting. Standard and Premium raise concurrency substantially and include HCP Waypoint; their stated prices are starting per-resource rates, with sales contact required for pricing details. Enterprise trades hosted operation for self-management, customizable limits, and premium support, with custom pricing.

A free trial is available. The free plan is listed at 0.00 USD per free; no paid-plan renewal term is stated.

Platforms

Terraform supports API, Linux, macOS, self-hosted, web, and Windows. The downloadable CLI is offered for Windows, macOS, and Linux, while HCP Terraform provides the hosted collaboration option. Self-hosted execution and Enterprise provide deployment choices for organizations that need to run their own infrastructure tooling.

Who it's for

Terraform Community Edition is well suited to practitioners who want a downloadable tool and can manage their own workflow. HCP Terraform Free fits small teams that can stay within its resource and concurrency caps. Larger organizations are better served by paid HCP tiers when remote runs, collaboration, and governance are priorities; Enterprise is the stronger match when self-management, customizable resource limits, or air-gapped and active-active installation options matter. It is less suitable for teams unwilling to vet providers and modules or unable to forecast per-resource costs.

Pros and cons

Pros: A plan-before-apply workflow makes proposed infrastructure changes reviewable.
Pros: Providers and reusable modules cover a wide range of services and shared configurations.
Pros: Hosted remote runs, repository triggers, encrypted remote state, and access controls support team workflows.
Pros: Enterprise offers self-managed deployment, customizable resource limits, and premium support.
Cons: HCP Free is capped at 500 managed resources and one concurrent remote and agent run, limiting headroom for growing teams.
Cons: Paid HCP pricing is per managed resource, so usage volume can make costs harder to predict.
Cons: Sentinel policies are guardrails rather than security boundaries, and provider or module access to workspace variables and state requires trust.

Alternatives

AWS CloudFormation is another free-plan infrastructure option; consider it if its AWS-focused service is a better fit, noting that underlying AWS resources are billed separately and it has no free trial.

Cloudify offers a free Community plan with no time limit, but requires Docker or a VM and access to a cloud provider to run workloads. env0 may suit teams that want a free tier capped at 250 runs per month and 30 active environments, with unlimited users and agents.

OpenTofu is a free, open-source infrastructure-as-code tool for readers prioritizing that option. Pulumi has a free plan for one user with unlimited projects, stacks, environments, updates, and history, making it an option for an individual user comparing free allowances.

Scalr offers up to 50 runs per month free, then $0.99 per run for business usage, so it may suit teams whose workload fits a run-based model. Spacelift has a free plan for two users and one public worker; its Starter + plan is $20,000.00 USD per year, an option for readers comparing a defined annual tier.

Terramate offers a free Community plan for up to two users and 1,000 resources with 30-day data retention and community support, useful for a small team weighing those explicit limits.

Verdict

Choose Terraform if you need provider-backed infrastructure-as-code with a deliberate plan-and-approve workflow, and especially if your team will benefit from HCP Terraform’s remote collaboration and governance. Its breadth and deployment choices are compelling; look elsewhere if per-resource pricing is difficult to manage or your team cannot confidently vet providers and modules.
