Cygwin
What it is
Cygwin brings GNU and other open-source software to Windows through a library that provides POSIX system calls and an accompanying environment. The distribution contains thousands of packages, including GNU and BSD tools, an X server, and X applications. Developers can use its tools, headers, and libraries to build Windows console or GUI programs with parts of the POSIX API or to port Unix software. Cygwin programs work from shells such as bash, tcsh, and zsh. Installation is handled through the Cygwin Setup GUI, where packages are selected and updated individually. Only a minimal base set, about 100 MB, is installed by default. Setup also accepts command-line options for automated installs and supports local repositories for offline installation. The current DLL supports recent 64-bit Windows versions beginning with Windows 8.1, with documented x64 emulation on Windows 11 ARM PCs. Cygwin is free to download and use.

The verdict
Cygwin provides a broad Unix-like toolkit and POSIX environment on Windows at no cost. Users should expect package-by-package installation and rebuilding requirements for Linux software.
Who it suits
Cygwin suits Windows users who need Unix-style tools, shells, or POSIX-oriented development utilities. It can also help port Unix programs, provided they are rebuilt from source.
